歐盟擬重整 2.5 兆歐元公共採購，永續、品質與韌性將進入標案評分

ESG Today 與 Reuters 報導，歐盟執委會提出公共採購改革，涵蓋約 2.5 兆歐元、相當於歐盟 GDP 約 15% 的市場。提案以最高性價比為標準，品質權重原則上至少三成，勞力密集服務可提高至五成。

ESG Today and Reuters report that the European Commission has proposed procurement reform for a market of roughly EUR2.5 trillion, about 15% of EU GDP. The model uses best price-quality ratio, with quality generally weighted at least 30% and up to 50% for labour-intensive services.

改革預計整合既有指令並增加環境、社會、創新、安全與韌性條件，也可能在特定策略領域納入歐洲內容或供應來源考量。最終規則仍需經歐洲議會與理事會協商。

The reform would consolidate existing directives and add environmental, social, innovation, security and resilience conditions, with possible European-content or sourcing criteria in strategic areas. The European Parliament and Council must still negotiate the final rules.

標案評分從價格轉向生命週期、循環性、資安與供應韌性後，企業層政策聲明不足以證明特定產品符合要求。不同標案的權重、例外及互惠條件若不清楚，也會增加中小供應商的合規成本。

When scoring shifts from price to lifecycle, circularity, cybersecurity and supply resilience, corporate policies cannot prove that a specific tender item qualifies. Unclear weights, exceptions and reciprocity conditions can also raise compliance costs for smaller suppliers.

提案以數位化、標準化資格與 comply-or-explain 機制降低程序差異，但實際成效取決於評分表是否一致、證據能否跨國重用，以及採購機關是否公開判斷理由與履約結果。

The proposal uses digitalisation, standardised qualifications and comply-or-explain mechanisms to reduce procedural variation. Outcomes depend on consistent scorecards, reusable evidence and disclosure of award reasoning and contract performance.

SNN editorial analysis: The EU proposal changes award rules and qualifying evidence by adding best price-quality, sustainability, resilience and European-preference criteria. It does not change Taiwan public-procurement law. The conditional Taiwan transmission routes are EU public-tender eligibility and export credit and performance guarantees for electronics, medical-device and machinery supply chains. First, before every tender qualification, electronics and ICT exporters should have bid and compliance teams map the product bill of materials, origin declaration, life-cycle inventory and circular-design test to the tender scorecard; whenever specifications or a critical supplier change, they must obtain a new sign-off rather than substitute a group sustainability report for item-level evidence. Second, upon receiving an invitation to tender and after each design revision, medical-device and industrial-machinery suppliers must have product and cybersecurity owners freeze the supplier register, cybersecurity test report, labour-condition declaration and service-availability evidence, then verify the version against the tender terms before submission. Third, before issuing export credit, a guarantee or any contract amendment, export banks and credit insurers should reconcile the digital business credential, award score, performance clause and delivery-acceptance record; if European-content, resilience or environmental thresholds are unmet, the credit owner must resize the facility or require corrected evidence before release. Here, Pre-Disclosure Evidence Infrastructure is the bid and credit file that proves origin, quality and performance for each EU tender item. It does not mean the EU proposal has become Taiwan law.
