企業年度排放或用水總量無法說明單一場址在尖峰時段的資源壓力，也不能分辨設計承諾與實際運轉。若儀表邊界、基準年、例外事件及第三方查核方法不清楚，公開儀表板也可能只剩展示功能。

Annual corporate emissions or water totals cannot show a site's peak-hour resource pressure or distinguish design promises from operation. A public dashboard can become cosmetic if meter boundaries, baselines, exception events and independent assurance methods are unclear.

Third, before energisation or the first drawdown, utilities and project-finance banks should link the interconnection agreement, water-allocation file, public dashboard record and exception-event log to loan milestones; if water, noise or emissions exceed permit limits, the credit and utility risk owners must pause the next capacity or funding release.
