COP29永續措施亮點：再生能源、低碳交通與全方位包容性設施

在全球氣候行動及氣候韌性建設的迫切需求下，第29屆聯合國氣候變遷會議（COP29）於亞塞拜然首都巴庫隆重開幕。作為推動全球氣候議題的重大活動，本屆會議的營運團隊秉持七大核心原則，致力於打造一個兼具永續性、包容性和無障礙性的環境。

Under the urgent need for global climate action and climate resilience building, the 29th United Nations Climate Change Conference (COP29) grandly opened in Baku, the capital of Azerbaijan. As a major event to promote global climate issues, the operation team of this conference adheres to seven core principles and is committed to creating an environment that is both sustainable, inclusive and barrier-free.

These principles cover carbon neutrality, accessibility, sustainability, inclusivity, transparency and accountability, safety and security and the promotion of sustainable practices. These measures provide a space for delegates to communicate and act, while significantly reducing the impact on the environment.

這些原則涵蓋碳中和、無障礙性、持續性、包容性、透明度與責任、安全保障及推廣永續實踐，這些措施為與會代表提供一個便於交流與行動的空間，同時大幅降低對環境的影響。

規劃源自詳盡的實質性評估 確保關鍵目標落實

COP29的籌備工作從一項深入的實質性評估出發。大會與全球各地的利益相關者進行了廣泛的交流，對話對象包括政府機構、企業界、民間社會團體及國際夥伴，意圖針對本屆會議的關鍵議題達成共識。評估報告確立了數個重點目標，包括減少碳排放、提升場地的無障礙設施、減少廢棄物產生，以及為巴庫留下長期永續的基礎建設。營運團隊還借鑑了以往COP會議和其他大型國際活動的成功經驗，將學習成果融入會議的整體規劃當中。

Planning is derived from detailed substantive assessments to ensure key objectives are implemented

Preparations for COP29 began with an in-depth substantive assessment. The conference held extensive exchanges with stakeholders from around the world, including government agencies, the business community, civil society groups and international partners, with the intention of reaching consensus on the key issues of this conference. The assessment report identified several key goals, including reducing carbon emissions, improving site accessibility, reducing waste generation, and leaving Baku with long-term sustainable infrastructure. The operations team also drew on the successful experience of previous COP conferences and other large-scale international events and integrated the learning results into the overall planning of the conference.

COP29營運長Narmin Jarchalova表示：「這次評估結果顯示，我們需要將低碳措施納入每一層營運規劃中，從能源使用到交通選項的各方面，皆需優先考量會議的碳足跡。我們也重視與供應商的緊密合作，以確保所有供應鏈環節都符合可持續發展的標準。」

Narmin Jarchalova, Chief Operating Officer of COP29, said: "The results of this assessment show that we need to integrate low-carbon measures into every level of operational planning. Everything from energy use to transportation options needs to be prioritized to consider the carbon footprint of the conference. We also value close cooperation with suppliers to ensure that all supply chain links meet sustainable development standards."

能源優先採用再生能源 廢棄物管理貫徹到場地每個角落

為了大幅降低能源消耗，COP29會議場地大多數的能源需求均由加氫植物油（HVO）提供，以替代傳統燃料，確保會議場地內的照明、空調系統及設備均以清潔能源運作。大會場地也設置了專門的廢棄物管理措施，並採用嚴格的分類系統，場地內有專為食物垃圾、可回收物品及電子廢棄物設置的垃圾桶，並配有志工協助與會者正確分類。此外，大會與亞塞拜然Clean City OJSC合作，未能回收的廢棄物將被引導至廢棄物轉能源設施，以促進當地能源生產，減少環境負擔。

Renewable energy is given priority and waste management is implemented in every corner of the site.

In order to significantly reduce energy consumption, most of the energy needs of the COP29 conference venue are provided by hydrogenated vegetable oil (HVO) to replace traditional fuels, ensuring that the lighting, air-conditioning systems and equipment in the conference venue are all operated with clean energy. The conference venue has also set up special waste management measures and adopted a strict classification system. There are specially designed trash cans for food waste, recyclable items and electronic waste, and volunteers are deployed to assist attendees in correct classification. In addition, the conference cooperates with Azerbaijan Clean City OJSC, and waste that cannot be recycled will be directed to waste-to-energy facilities to promote local energy production and reduce environmental burden.

創新運輸選擇提供低碳出行 環保交通方便所有與會者

在交通方面，COP29的營運團隊推出了多項環保交通選擇，包括免費提供巴庫地鐵系統的使用權，以及160輛電動巴士的接駁服務，以方便與會代表來往於會議場地與住宿地點，進一步減少碳排放。此外，場地周邊設置了17公里的微型移動車道，提供自行車和電動滑板車的使用，以提供多樣化的低碳出行選項。同時，大會還提供油電混合動力計程車的服務，確保所有與會者皆可方便地選擇低碳交通工具。

堅持包容與無障礙性 確保多元需求的平等參與

In terms of transportation, the COP29 operations team has launched a number of environmentally friendly transportation options, including free use of the Baku subway system and 160 electric bus connection services to facilitate delegates to travel between the conference venue and accommodation, further reducing carbon emissions. In addition, 17 kilometers of micro-mobility lanes have been set up around the site to provide bicycles and electric scooters to provide diverse low-carbon travel options. At the same time, the conference also provides gasoline-electric hybrid taxi services to ensure that all participants can conveniently choose low-carbon transportation.

Adhere to inclusion and accessibility to ensure equal participation of diverse needs

為了確保本屆會議的包容性與無障礙性，COP29大會提供了多項措施，支持各類群體的無障礙出行。場地內設有無障礙通道和設施，以方便行動不便的代表順利參與，並提供語音導覽、點字資料及即時翻譯服務，確保各語言背景的與會者均能流暢參與會議討論。大會還設置了多功能空間，方便與會者進行交流、討論和決策，讓每位代表能在舒適且無障礙的環境中工作，提升彼此的協作效能。

In order to ensure the inclusivity and accessibility of this conference, the COP29 conference has provided a number of measures to support barrier-free travel for various groups. The venue is equipped with barrier-free passages and facilities to facilitate the smooth participation of representatives with reduced mobility. Audio guides, Braille materials and real-time translation services are provided to ensure that participants of all language backgrounds can participate in conference discussions smoothly. The conference also set up a multi-functional space to facilitate communication, discussion and decision-making among participants, allowing each representative to work in a comfortable and barrier-free environment to improve mutual collaboration effectiveness.
