COP31 推出 Climate Implementation Bridge，氣候承諾轉為可融資專案仍有公平性考驗

COP31 主席指定人 Murat Kurum 提出 Climate Implementation Bridge，目標是協助各國把氣候與發展優先事項轉為可取得資金並可落地的專案組合。

COP31 president-designate Murat Kurum proposed a Climate Implementation Bridge to help countries convert climate and development priorities into financeable, deliverable project portfolios.

倡議屬 COP31 Action Agenda 的自願行動軌道，聚焦專案準備、制度能力與融資管道。土耳其擔任正式主席並主導行動議程，澳洲則負責正式談判。

The initiative sits within the voluntary COP31 Action Agenda and focuses on project preparation, institutional capacity and access to finance. Türkiye holds the formal presidency and leads the agenda, while Australia steers formal negotiations.

許多開發中國家已有 NDC 與適應計畫，卻受高資金成本、債務壓力及技術能力限制。若只以銀行可融資性篩選，適應、損失損害與社會保護等不產生直接收入的需求可能被排除。

Many developing countries have NDCs and adaptation plans but face high capital costs, debt distress and limited technical capacity. A bankability-only filter could exclude adaptation, loss and damage, and social protection needs that do not produce direct revenue.

Kurum 將 BRIDGE 定義為促進合作與建立聯盟的開放邀請，而不是新的基金或金融機制。倡議將連結專案準備、能力建構及減緩與適應投資。

Kurum described BRIDGE as an open invitation to cooperate and build coalitions rather than a new fund or financial mechanism. It is intended to connect preparation, capacity building and mitigation and adaptation investment.

Coordination with the NDC Partnership, development banks and existing climate funds could reduce friction from duplicate platforms. Design must still address grants versus loans, debt risk and public benefits without revenue streams.
