Implementation should govern the project entity, interconnection point, meter, generation interval, curtailment, PPA settlement, attribute serial and retirement, and buyer load period as separate identities. Habitat records should preserve parcels, species baselines, construction disturbance, restoration batches, maintenance and sampling, while estimated tax revenue remains separate from actual payments.
