歐盟價值鏈 別切短！

由歐洲可持續投資論壇（Eurosif）、永續報告非營利組織全球報告倡議組織（Global Reporting Initiative, GRI）及多個投資者團體發起的聯合聲明，最初於今年 2 月在歐盟「綜合法案」（omnibus）表決前以初稿形式公開，如今已有 323 家簽署方，包括諾基亞（Nokia）、宜家母公司 Ingka Group 及法國電力公司（Electricité de France）。

A joint statement initiated by the European Sustainable Investment Forum (Eurosif),

the Global Reporting Initiative (GRI),

and several investor groups was first released in draft form in February,

ahead of the EU’s vote on the “omnibus” bill. It has now been endorsed by 323 signatories,

該聲明呼籲《企業永續性盡職調查指令》（CSDDD）應要求企業制定包含科學基礎目標的氣候轉型計劃，並批評綜合法案中提出的「價值鏈上限」條款。

including Nokia,

The statement calls for the Corporate Sustainability Due Diligence Directive (CSDDD) to require companies to develop climate transition plans with science-based targets. It also criticizes the “value chain cap” provision in the omnibus bill, which limits the ability of companies covered by the Corporate Sustainability Reporting Directive (CSRD) to request information from value chain partners that fall outside the scope of the directive.

“If investors are forced to make additional efforts to obtain essential information, it could reduce the willingness to invest in small and medium-sized enterprises and overly concentrate the benefits of sustainable investment among the EU’s largest companies,” the statement warns.

綜合法案同時提議，將 CSDDD 的「盡職調查」範圍限制在直接業務夥伴，只有在企業「有合理信息顯示該處存在或可能出現不利影響」時，才需進一步追溯至更深層的價值鏈。聯合聲明則呼籲歐盟保留以風險為基礎的企業盡職調查制度，認為這對投資者進行風險管理至關重要。

The omnibus bill also proposes limiting the scope of due diligence under the CSDDD to direct business partners, requiring companies to investigate deeper into their value chains only if they have “reasonable information” indicating that adverse impacts exist or are likely to occur there. The joint statement instead urges the EU to retain a risk-based due diligence system, arguing that this is essential for investors’ risk management.

“We support streamlining the CSRD and CSDDD, but key rules must be preserved,” said Günther Thallinger, a board member at Allianz, in a July 1 press release issued by Eurosif. “These rules ensure companies can provide complete and reliable data to inform investment decisions and transition actions.”

歐盟執委會發言人透過電郵回應《ESG Dive》表示，委員會已注意到該聲明，並重申執委會主席馮德萊恩（Ursula von der Leyen）承諾，將為大型企業減少 25% 行政負擔，並為中小企業減少至少 35%。

An EU Commission spokesperson told ESG Dive by email that the Commission had taken note of the statement, and reiterated President Ursula von der Leyen’s commitment to cutting administrative burdens by 25% for large companies and at least 35% for small and medium-sized enterprises.

“Many companies and stakeholders have pointed out difficulties in applying certain requirements, where the cumulative demands can sometimes lead to contradictions or overlaps,” the spokesperson added. He stressed that the simplification effort does not mean relaxing regulations, scrapping policy objectives, or lowering social and environmental standards - rather, the aim is to achieve those objectives as efficiently as possible.
