Reason for delay: Responding to demands from multiple parties to ensure smooth implementation

The European Commission proposed a postponement on the grounds that multiple stakeholders, including EU member states, non-EU countries, and commodity traders and operators, expressed difficulty adapting to the original timetable. They noted that due to the complexity of the supply chain and the high standards of compliance requirements, the original deadline was insufficient to complete the necessary adjustments and planning

The bill requires supply chains for commodities including beef, soy, palm oil, coffee and cocoa to prove their origins do not involve deforestation or land degradation. This provision also applies to the export of EU agricultural products. An EU spokesman said: "This extension is not to weaken the regulatory objectives, but to ensure its smooth implementation and avoid excessive pressure on relevant industries and supply chains."

Parliamentary Rapporteur Schneider: Focus on industry needs and delay time to improve preparations

European Parliament Rapporteur Christine Schneider emphasized that the Parliament fully considered the practical difficulties of the affected industries in the decision-making process and hoped that relevant parties can make full use of this time to complete the transition.

Schneider said after the meeting: "We have fulfilled our commitments. Affected companies, forestry practitioners, farmers and authorities will be given an extra year to prepare. We will ensure that the Executive Committee's commitments, including online information platforms and risk classification systems, can be fully implemented to improve the transparency and predictability of the supply chain." She also mentioned that regulatory simplification measures for low-risk countries and regions will be further reflected in future regulatory reviews, which will not only help reduce administrative burdens, but also provide incentives for improving forest protection measures.

"Parliament will closely monitor the entire process and strive to reduce bureaucracy and ensure that the Executive Committee's commitments are effectively implemented. Our goal remains clear: the implementation of regulations should not have a negative impact on consumers and supply chain stakeholders."
