咖啡鏈勞權升級

International Labour Organization（ILO）宣布將與Nestlé合作，推動咖啡供應鏈中的勞動條件改善計畫，目標強化勞工權益並提升供應鏈永續性。

The International Labour Organization (ILO) has announced a partnership with Nestlé to improve labor conditions across coffee supply chains, aiming to strengthen workers’ rights and enhance supply chain sustainability.

ILO表示，在此專案中將扮演「促進者」角色，透過政府、雇主與勞工組織之間的社會對話，釐清咖啡供應鏈中勞動風險與公平工作標準缺口的關鍵驅動因素，並將相關洞察提供給Nestlé，以進一步推動各國層級的實際干預措施。

Under the initiative, the ILO will act as a facilitator, initiating social dialogue among governments, employers, and workers’ organizations to identify key drivers of labor-related risks and gaps in fair work standards. These insights will then inform country-level interventions carried out by Nestlé.

ILO「供應鏈體面勞動優先行動計畫」主任Dan Rees指出，該計畫旨在促進體面勞動（decent work），並協助打造更具韌性與永續性的供應鏈。他強調，全球約有2,000萬至2,500萬個家庭依賴咖啡生產維生，為重要的收入與就業來源，但供應鏈中仍普遍存在勞動條件不足的問題，尤其是季節性與移工族群面臨更高風險。

Dan Rees, Director of the ILO’s Priority Action Programme on Decent Work in Supply Chains, said the initiative seeks to promote decent work and contribute to more resilient and sustainable supply chains. He noted that coffee production supports the livelihoods of approximately 20 to 25 million families worldwide, yet significant decent work deficits persist - particularly among seasonal and migrant workers.

Nestlé表示，此計畫將與其「Nescafé Plan 2030」永續策略相互連結。該計畫於2022年更新，主要目標是協助咖啡農轉向再生農業（regenerative agriculture），以提升產量、降低成本並減少咖啡生產過程中的溫室氣體排放。

Nestlé stated that the initiative aligns with its “Nescafé Plan 2030,” a global sustainability program updated in 2022 to help farmers transition to regenerative agriculture practices that improve productivity, reduce costs, and lower greenhouse gas emissions associated with coffee production.

根據Nestlé最新揭露，2024年已有32%的Nescafé咖啡來源來自採用再生農法的農民，提前達成原訂2025年20%的目標。該計畫同時涵蓋社會層面，包括改善農民生計與社區發展，並透過人權與兒童保護機制，強化供應鏈中的勞工與兒童權益監測。

According to the company, 32% of Nescafé’s coffee was sourced from farmers implementing regenerative agriculture practices in 2024, surpassing its 2025 target of 20%. The program also includes social components aimed at improving farmer livelihoods and community well-being, alongside initiatives focused on human rights and child protection across its supply chains.

然而，外部評比顯示，食品與飲料產業在勞動風險管理上仍面臨重大挑戰。Business and Human Rights Resource Centre近期針對全球45家大型食品企業進行評比，發現多數企業在因應氣候變遷加劇的強迫勞動風險方面進展有限。該評比以100分為滿分，但僅Coles與Woolworths兩家公司得分超過50分，而Nestlé與Mondelēz International等多數企業均低於40分。

However, external assessments suggest that the broader food and beverage sector continues to face challenges in addressing labor risks. A recent benchmark by the Business and Human Rights Resource Centre evaluating 45 major global companies found that most are lagging in preventing and addressing forced labor risks exacerbated by climate change. Only Coles and Woolworths scored above 50 out of 100, while Nestlé and companies such as Mondelēz International scored below 40.

分析指出，隨著氣候變遷對農業生產衝擊加劇，供應鏈中的勞動剝削與弱勢勞工問題可能進一步惡化。企業若欲強化ESG治理與供應鏈透明度，除了環境面轉型外，也需同步加強社會面（S）治理，特別是在勞工權益與人權保障方面的制度性建構。

The findings underscore that as climate change intensifies pressures on agricultural systems, labor exploitation risks may increase. Companies seeking to strengthen ESG governance and supply chain transparency must go beyond environmental initiatives and reinforce the social dimension, particularly in labor rights and human rights protections.

整體而言，ILO與Nestlé的合作反映出國際組織與跨國企業正嘗試透過制度性介入，補足全球農產品供應鏈中長期存在的勞動治理缺口，但其成效仍有待後續落地執行與第三方監督驗證。

Overall, the ILO–Nestlé collaboration reflects growing efforts by international organizations and multinational corporations to address long-standing labor governance gaps in global agricultural supply chains, though its effectiveness will depend on implementation and independent verification.
