Generation, grid delivery, retail supply and corporate electricity claims nevertheless sit within different contracts and measurement boundaries, so one PPA cannot replace the full evidence chain.

Without a stated baseline, delivery dates, settlement region, attribute allocation and remedies for underperformance, users cannot assess additionality or actual emissions effects. An annual contract volume also cannot prove that every data-centre location and hour receives electricity from the same source.

Constellation should distinguish the 190 MW addition from performance of the existing 1,790 MW plant and verify delivery through commissioning, availability, nuclear-safety and grid-acceptance evidence.
