ZEMBA聯盟推動電燃料標案，亞馬遜與宜家領航綠色海運

亞馬遜（ Amazon.com ）與宜家（IKEA）等零排放海運買家聯盟（Zero Emissions Maritime Buyers Alliance, ZEMBA）的主要成員，將於2025年1月啟動一項具里程碑意義的標案，旨在推動海運去碳化進程。該標案專注於電燃料（e-fuels）作為主要動力來源，目標是刺激接近零排放的海運解決方案需求，加速實現全球綠色運輸目標。

Major members of the Zero Emissions Maritime Buyers Alliance (ZEMBA) such as Amazon.com and IKEA will launch a landmark bid in January 2025 to promote the decarbonization of maritime shipping. The proposal focuses on electric fuels (e-fuels) as the main power source, with the goal of stimulating demand for near-zero-emission maritime solutions and accelerating the realization of global green transportation goals.

擴大綠色燃料需求以實現淨零目標

ZEMBA此次標案將聚合至少800億噸海里的需求，等同於從上海到洛杉磯運輸140萬個20英尺貨櫃的需求，並預計於2027年啟動。全球航運業運輸了超過80%的國際貿易量，佔全球溫室氣體排放的3%。ZEMBA指出，電燃料等綠色燃料在減排上有顯著優勢，並在成本和供應方面有望與傳統化石燃料競爭，對於全面去碳化海運至關重要。

Scaling green fuel demand to meet net zero targets

ZEMBA's bid will aggregate demand for at least 80 billion tons of nautical miles, equivalent to the demand for transporting 1.4 million 20-foot containers from Shanghai to Los Angeles, and is expected to be launched in 2027. The global shipping industry transports more than 80% of international trade volume and accounts for 3% of global greenhouse gas emissions. ZEMBA pointed out that green fuels such as electric fuels have significant advantages in reducing emissions and are expected to compete with traditional fossil fuels in terms of cost and supply, which is crucial for the comprehensive decarbonization of maritime transport.

Our members have demonstrated market demand for scalable near-zero emission solutions through multi-year early procurement commitments, which will help accelerate their 2030 and 2040 climate goals."

New members and ambitious climate goals

ZEMBA's membership has expanded to 40 multinational companies, including new members such as AIT Worldwide, dsm-firmenich and SEKO Logistics. Through multi-year contracts, the alliance aims to encourage market demand for sustainable, near-zero emission transportation solutions and help members achieve their 2030 and 2040 climate goals.

Tender design and cross-border cooperation

The upcoming tender is based on the successful experience of the first tender completed by ZEMBA in April 2024, when it successfully reduced 82,000 metric tons of greenhouse gas emissions by introducing liquefied biomethane as a green fuel. The new bid incorporates this experience and a requirements call was conducted in partnership with Lloyd’s Register Maritime Decarbonisation Hub to improve the scope of the bid.

標案將接受單一運輸公司或聯合體投標，優先考慮可達到至少90%減排效果的方案。企業可於ZEMBA網站查閱最新的永續框架和標案範疇，該框架由綠色市場啟動中心（Center for Green Market Activation）、勞氏認證及Pillsbury律師事務所共同開發。

Bidding will be accepted from a single transportation company or a consortium, with priority given to solutions that can achieve at least 90% emission reduction effects. Companies can check out the latest sustainability framework and bidding scope on the ZEMBA website, which was jointly developed by the Center for Green Market Activation, Lloyd's Register and Pillsbury Law Firm.

As the maritime industry continues to seek cleaner fuel supplies to reduce emissions, this proposal is expected to lead the industry to more actively adopt electro-fuel technologies and accelerate the achievement of global climate goals.

自疫情時代開始，台灣的海運運輸量頻創新高，隨之而來的是海運股票的飆漲熱度飆漲。思享永續顧問服務公司的賴昱瑋會計師表示，台灣作為東亞重要的海運樞紐之一，ZEMBA的標案所聚焦的運輸路線與台灣海運重疊性高，尤其是與美國、中國的運輸航線。台灣雖然目前並未有公司參與ZEMBA聯盟，但ZEMBA所提倡的電燃料技術以及零碳排的綠色運輸目標，將會是未來全球的趨勢。台灣即使沒有加入相關國際綠色聯盟，在政策上的擬定也應跟上全球的腳步，以免失去在國際海運中的競爭力。

Since the beginning of the epidemic era, Taiwan's maritime transportation volume has frequently hit new highs, followed by a surge in interest in shipping stocks. Accountant Lai Yuwei from Scienjoy Sustainability Consulting Services said that as Taiwan is one of the important shipping hubs in East Asia, the transportation routes focused on by ZEMBA’s bid have high overlap with Taiwan’s shipping routes, especially transportation routes with the United States and China. Although there are currently no companies in Taiwan participating in the ZEMBA Alliance, the electric fuel technology and zero-carbon emission green transportation goals advocated by ZEMBA will be the global trend in the future. Even if Taiwan has not joined relevant international green alliances, its policy formulation should keep pace with the world to avoid losing its competitiveness in international shipping.
