從棉田到職場：企業制服也走向公平貿易與低碳轉型

面對氣候危機與全球勞動權益日益受到關注，愛爾蘭公平貿易組織（Fairtrade Ireland）日前正式啟動「Fairtrade at Work」職場換裝運動，鼓勵企業雇主採購更具社會與環境責任的制服與工作服，取代傳統大量採用快時尚模式、低品質、且可能涉及血汗工廠的工作服裝。

In response to the climate crisis and growing global concern over labor rights, Fairtrade Ireland has officially launched the “Fairtrade at Work” campaign, encouraging employers to shift toward socially and environmentally responsible uniforms and workwear. The initiative calls for a move away from traditional, fast-fashion-inspired uniforms - often low in quality and potentially linked to exploitative labor practices.

這場運動於位於都柏林巴利蒙的愛爾蘭循環經濟國家中心（Rediscovery Centre）啟動，強調企業與公共部門在制服採購決策中應納入公平貿易棉花、有機紡織品與環境友善材料等標準。

公平貿易組織執行長彼得．蓋諾（Peter Gaynor）指出，該組織的目標是讓公平貿易棉花在職場出現的頻率，能與公平貿易咖啡一樣普及。他表示：「試想，辦公室員工、零售人員、醫護或學校工作者每天穿著的制服，是由獲得公平報酬的棉農所種植、有機無毒材料製成，這對工人、農民與地球都更公平。」

The campaign was unveiled at the Rediscovery Centre, Ireland’s National Centre for the Circular Economy in Ballymun, Dublin. It emphasizes the need for both corporate and public sector organizations to consider Fairtrade cotton, organic textiles, and eco-friendly materials in their uniform procurement decisions.

Peter Gaynor, Executive Director of Fairtrade Ireland, stated that the goal is to make Fairtrade cotton as common in the workplace as Fairtrade coffee. “Imagine office staff, retail workers, healthcare professionals, or school employees wearing uniforms made from cotton grown by fairly paid farmers and produced with non-toxic, organic materials. That’s a win for workers, farmers, and the planet,” he said.

目前，全球約有4.1萬名棉農參與公平貿易認證棉花的生產，但在2023年產量也僅達4.8萬公噸，仍遠低於全球年產約2,500萬公噸棉花的1%。蓋諾坦言：「棉花在全球農業中的地位不亞於黃金，卻是工資最低、環境負擔最大的作物之一。改變制服供應鏈，就是改變其中一個最龐大的隱形問題。」

Currently, around 41,000 cotton farmers are certified under Fairtrade, but their combined output in 2023 was just 48,000 tonnes - still under 1% of the estimated 25 million tonnes of cotton produced globally each year. Gaynor acknowledged, “Cotton holds as much value in agriculture as gold, yet it remains one of the lowest-paid and most environmentally taxing crops. Reforming the uniform supply chain is a way to tackle one of its biggest hidden problems.”

工作服轉型永續 掀企業品牌與責任革命

Rediscovery Centre 的計畫總監羅傑．沃伯頓（Roger Warburton）表示，愈來愈多消費者與年輕員工關心所穿衣物的來源與倫理標準，企業應主動回應這股「負責任消費」風潮。「現在是時候讓雇主跟上潮流了，選擇不傷害環境與工人的制服，這不只是形象，也是責任。」

他指出，該中心的工作人員已全面改穿由愛爾蘭蒂珀雷里（Tipperary）當地永續制服供應商 SustainableWorkwear.ie 提供的公平貿易棉質Polo衫。該公司創辦人傑拉德．惠倫（Gerard Whelan）則表示，永續制服的選項其實越來越多，從設計到布料都可客製化，不必犧牲美觀與功能。

Sustainable Workwear Sparks a Shift in Corporate Responsibility and Branding

Roger Warburton, Programme Director at the Rediscovery Centre, highlighted that more consumers and younger employees are increasingly aware of the origins and ethical standards behind the clothes they wear. He urged employers to respond to the rise of “conscious consumption.”

“It’s time for employers to catch up. Choosing uniforms that don’t harm the environment or the workers who make them is not just about image - it’s about responsibility,” Warburton said.

He noted that staff at the Rediscovery Centre have already transitioned to wearing Fairtrade cotton polo shirts supplied by SustainableWorkwear.ie, a sustainable uniform provider based in Tipperary. The company’s founder, Gerard Whelan, emphasized that sustainable workwear is becoming more customizable and accessible - from design to fabric - without compromising on aesthetics or functionality.

From ESG to Circular Economy: Uniforms Enter the Net-Zero Journey

Historically, uniforms were seen as a minor aspect of business operations. However, with the rise of ESG (Environmental, Social, and Governance) frameworks and tighter supply chain accountability, organizations are now recognizing the cumulative impact of uniforms on carbon emissions, waste generation, and social responsibility.

過去，制服往往被視為企業營運中的「小項目」，但隨著ESG（環境、社會與公司治理）評比興起，以及供應鏈責任審查趨嚴，越來越多品牌與機構開始重視制服對於碳足跡、廢棄物與社會影響的累積效應。

例如，比利時、法國與德國政府部門已要求員工制服須具備再生材質比例或公平貿易認證；在台灣，部分科技公司與飯店業者也逐步導入寶特瓶回收纖維、再生聚酯與有機棉制服，甚至設立制服回收與再製機制，實現循環經濟。

國際機構如聯合國開發計畫署（UNDP）與國際勞工組織（ILO）也曾指出，若能在企業制服、飯店寢具與醫療布品等高週期消耗品中導入永續採購標準，將有助推動更大規模的公平貿易農業與低碳產業轉型。

Some European governments, such as those in Belgium, France, and Germany, have already mandated that public sector uniforms incorporate recycled materials or Fairtrade certifications. In Taiwan, certain tech firms and hotel operators have begun adopting uniforms made from recycled PET bottles, regenerated polyester, and organic cotton, while also establishing uniform take-back and remanufacturing systems to support circular economy goals.

International bodies like the United Nations Development Programme (UNDP) and the International Labour Organization (ILO) have also noted that embedding sustainable procurement standards into high-turnover items like uniforms, hotel linens, and medical textiles can drive large-scale transitions toward fair trade agriculture and low-carbon industries.

永續制服的效益與挑戰並存

導入永續制服雖具備顯著品牌、公關與責任治理效益，但也面臨成本、設計自由度與現有供應商切換的現實考量。部分中小企業仍擔心永續制服價格高昂，或無法滿足特定工作環境的防護需求。

While sustainable uniforms offer significant benefits in terms of branding, public relations, and corporate accountability, challenges remain - including cost, design flexibility, and switching from existing suppliers. Small and medium-sized enterprises (SMEs) in particular may worry about high prices or whether sustainable options can meet specific protective requirements for certain work environments.

對此，Fairtrade Ireland 表示將提供採購諮詢、布料樣本與認證指南，協助企業逐步導入更永續的制服選項。他們也呼籲政府與大型企業帶頭示範，透過招標規範將公平貿易與再生材質列入必要條件，引導市場形成規模化供應鏈。

To address this, Fairtrade Ireland has pledged to provide procurement consultations, fabric samples, and certification guidelines to support businesses in adopting more sustainable uniform options. The organization also urges governments and large companies to take the lead by integrating Fairtrade and recycled materials into tendering requirements, helping to build a scalable and viable supply chain for ethical workwear.
