核綠共存才是台灣要走的方向

和碩董事長童子賢於日前受邀在文官學院進行高階文官培訓專題演講，倡議台灣能源政策應「核綠共存」，以滿足低碳發電需求，同時扶持綠電並保存戰略產業——農業。

他特別提到，義大利在廢核35年後於7月宣布重啟核能，這是為了追趕減碳進度，並擺脫過度依賴太陽能供應國的風險。

在演講中，童子賢以連續七個反問代替直接回答，呼籲高階文官們思考國土規劃的重要性及其對環境、農業和生態的影響。

In his speech, Tong Zixian replaced direct answers with seven consecutive rhetorical questions, calling on senior civil servants to think about the importance of land planning and its impact on the environment, agriculture and ecology. He emphasized that if the golden rice ears on the Chianan Plain disappear and the rice fields on Taitung Chishang are replaced by solar panels, will this kind of land appearance be something that everyone wants to see?

他強調，如果嘉南平原上的金黃稻穗景觀消失、台東池上的稻田被太陽能板取代，這樣的國土面貌是否是大家所樂見的？

He also mentioned the problem of waste from solar panels and the risk of food shortages.

並提到，太陽能板的廢棄垃圾問題以及糧食短缺的風險。

Tong Zixian said that he envied and learned from the nuclear-green coexistence model of European countries such as France, Finland, Belgium and Switzerland. These countries can provide low-carbon electricity and take into account agriculture, food and landscape.

童子賢表示，他羨慕並借鏡歐洲國家如法國、芬蘭、比利時和瑞士的核綠共存模式，這些國家能夠提供低碳電力，兼顧農業、糧食和景觀地貌。他指出，核能發電佔地小但效能高，一座核三廠的發電量相當於154平方公里的太陽能面板，但只需佔用一至二公里的土地。

He pointed out that nuclear power generation occupies a small area but is highly efficient. The power generation of a third nuclear power plant is equivalent to 154 square kilometers of solar panels, but it only takes up one to two kilometers of land.

他引用義大利總理梅洛尼和環境與能源安全部長弗拉廷的宣布，指出義大利重啟核能是為了保護糧食安全，減少對太陽能板的過度依賴。義大利政府也接獲國民抱怨，太陽能板設置在田野中破壞了美麗的自然景觀。

Citing the announcements made by Italian Prime Minister Meloni and Minister of Environment and Energy Security Frattin, he pointed out that Italy's restart of nuclear energy is to protect food security and reduce over-reliance on solar panels. The Italian government has also received complaints from citizens that solar panels installed in fields have destroyed the beautiful natural landscape.

童子賢認為，台灣應借鏡歐洲經驗，適當使用核能調節綠能，以減少對環境和土地的衝擊，並保留農業文化、糧食生產和觀光資源。他強調「核綠共存」是滿足低碳發電需求、保護農業並提高能源韌性的最佳選擇。

Tong Zixian believes that Taiwan should learn from European experience and appropriately use nuclear energy to regulate green energy to reduce the impact on the environment and land, while retaining agricultural culture, food production and tourism resources. He emphasized that "nuclear-green coexistence" is the best choice to meet low-carbon power generation needs, protect agriculture, and improve energy resilience.
