歐盟擬推資料中心永續標籤，台灣供應鏈面臨能源與水務證據要求

歐盟提出資料中心永續評級與標籤制度，500 kW 以上設施將就電力效率、用水效率、能源來源、電網彈性與廢熱利用顯示 A 至 G 等級。首批標籤預計 2027 年 8 月公開。

The EU has proposed a data-centre sustainability rating and label. Facilities above 500 kW would receive A-to-G ratings for power efficiency, water efficiency, energy sources, grid flexibility and heat reuse, with first labels expected in August 2027.

歐盟同時希望未來五至七年擴大資料中心容量，以支撐 AI、雲端與數位主權。標籤把伺服器與冷卻效率、PPA、再生能源保證來源、核能、額外電網容量及需求彈性放進可比較架構。

Europe also wants to expand data-centre capacity over the next five to seven years for AI, cloud services and digital sovereignty. The label brings servers, cooling, PPAs, guarantees of origin, nuclear power, additional grid capacity and demand flexibility into one comparison framework.

單一年度 PUE 或綠電比例無法說明設施對電網和流域的實際影響。容量邊界、逐時用電、取排水、電源合約、憑證註銷、備援發電與廢熱交付若未對齊，標籤可能形成錯誤比較。

An annual PUE or renewable-power percentage cannot describe a facility’s actual grid and watershed impact. Capacity boundaries, hourly consumption, withdrawal and discharge, power contracts, certificate cancellation, backup generation and heat delivery must align to avoid misleading comparisons.

營運商應建立設施主檔，把 500 kW 門檻、IT 負載、總用電、冷卻水、電源組合、PPA、保證來源序號、需求回應及廢熱交付連到同一期間。設備商則應提供經測試的效率曲線與部署條件。

Operators should create a facility master record linking the 500 kW test, IT load, total electricity, cooling water, power mix, PPAs, guarantee-of-origin serials, demand response and heat delivery to one period. Equipment vendors should provide tested efficiency curves and deployment conditions.

三筆固定來源證據說明制度從政策構想到即將接受監督的標籤規則。它們支持比較項目與時程，但不代表草案已免除議會、理事會審查或個別設施查核。

Three fixed-scope reports trace the policy from early design to a proposal entering scrutiny. They support the dimensions and timetable but do not imply that parliamentary, Council or facility-level verification has been completed.

資料中心開發商、雲端客戶、伺服器與冷卻設備商、電力零售商及融資銀行都可能依標籤調整採購和契約，評級資料會成為設備性能與營運行為的共同接口。

Developers, cloud customers, server and cooling vendors, electricity retailers and banks may all adjust procurement and contracts around the label. Rating data becomes a shared interface between equipment performance and operational behaviour.

SNN editorial analysis: The external change is the conversion of data-centre resource use into a public EU rating. The transmission mechanism is the reuse of those fields in multinational cloud procurement and financing for Asian facilities and equipment, affecting Taiwan servers, thermal management, power supplies, colocation and banking. First, after each monthly close, Taiwan operators should have facilities and energy owners retain IT load, utility-meter electricity, PUE, withdrawal and discharge meters, backup fuel and incident tickets, locking the dataset before annual label submission. Second, whenever a model or firmware changes, Taiwan server, cooling and power-equipment engineering teams should issue a test report, load curve, environmental conditions, serial numbers and customer acceptance record. Third, at contracting, disbursement and quarterly review, cloud procurement and bank credit teams should reconcile PPAs, guarantee-of-origin cancellations, grid-flexibility settlement, heat-delivery logs and label version; a mismatch should trigger pricing or remediation clauses. This is conditional Taiwan-market analysis, not a prediction of any facility’s rating.
