台塑石化總經理林克彥表示,該公司正加速優化生產技術,目標是在2027年前達成年產5萬公噸SAF的目標,而中油也預計最快將於2026年第三季啟動國內SAF商業生產線。兩家企業皆指出,目前使用的SAF原料主要來自動植物廢油、生質殘渣與回收廢棄物等,符合國際可持續標準,對飛機引擎無需改裝,即可與傳統航空煤油混用。

The SAF usage plan is jointly supported by two major energy companies - China National Petroleum Corporation of Taiwan and Formosa Petrochemical Company - and is responsible for the supply of sustainable aviation fuel. Currently, Taiwan has prepared 5,900 metric tons of SAF, of which CNPC imported 400 metric tons and Formosa Petrochemical successfully produced 5,500 metric tons of local SAF, laying a raw material foundation for subsequent promotion.

Lin Keyan, general manager of Formosa Petrochemical, said that the company is accelerating the optimization of production technology and aims to achieve the goal of annual production of 50,000 metric tons of SAF by 2027. PetroChina is also expected to launch a domestic SAF commercial production line as soon as the third quarter of 2026. Both companies pointed out that the SAF raw materials currently used mainly come from animal and plant waste oils, biomass residues and recycled wastes, etc., which meet international sustainability standards and can be mixed with traditional aviation kerosene without modification to aircraft engines.

民航局局長何淑萍在會中指出,根據國際民航組織(ICAO)規劃,各會員國需在2030年前實現航空燃料中至少5%為SAF的比例。以台灣2024年航空業總燃料消耗量約300萬公噸計算,意味著未來每年至少需使用15萬公噸的SAF。目前的5,900公噸供應量雖屬起步階段,但已為邁向中長期目標鋪設關鍵基礎。

此次計畫實施後,預計2025年全年即可減少約15,000公噸的二氧化碳排放,相當於4,000輛小客車一整年的碳排總量。這對於正逐步實施碳費與排放盤查的台灣航空產業而言,具有高度戰略意義。

International Benchmarking ICAO 2030 Goals Taiwan is on track to meet the standards from the start

He Shuping, Director of the Civil Aviation Administration of China, pointed out at the meeting that according to the International Civil Aviation Organization (ICAO) plan, all member states need to achieve at least 5% of aviation fuel as SAF by 2030. Based on Taiwan’s total aviation industry fuel consumption of approximately 3 million metric tons in 2024, this means that at least 150,000 metric tons of SAF will be used every year in the future. Although the current supply of 5,900 metric tons is at the initial stage, it has laid a key foundation for moving towards the mid- to long-term goals.

After the implementation of this plan, it is expected that approximately 15,000 metric tons of carbon dioxide emissions will be reduced throughout 2025, which is equivalent to the total carbon emissions of 4,000 passenger cars for an entire year. This is of high strategic significance for Taiwan’s aviation industry, which is gradually implementing carbon fees and emissions inventories.

中華航空總經理高星潢表示,公司將以長程航線作為SAF優先導入標的,特別是飛往歐洲的重要航線,因其碳排強度高、國際關注度大,更適合作為示範航線。高星潢並指出,隨著產能擴大與供應穩定,未來不排除將SAF擴及亞洲、中東航線,同時透過碳足跡透明化強化企業 ESG 表現。

Airlines launch SAF routes, with European flights as priority targets

Gao Xinghuang, general manager of China Airlines, said that the company will prioritize long-haul routes as SAF introduction targets, especially important routes to Europe, which are more suitable as demonstration routes due to their high carbon emission intensity and high international attention. Gao Xinghuang also pointed out that with the expansion of production capacity and stable supply, it is not ruled out that SAF will be expanded to Asia and the Middle East routes in the future, and at the same time, the company's ESG performance will be strengthened through the transparency of carbon footprints.

StarLux Airlines and EVA Air also expressed their support at the event and revealed that they are currently coordinating with fuel suppliers to plan test flights and official introduction schedules, with the goal of establishing a long-term, stable and cost-effective SAF supply mechanism.

Opportunities for Taiwan under international competition and pressure to reduce carbon emissions

Taiwan's launch of the use of SAF is not only in response to the pressure for decarbonization of the global aviation industry, but also in response to the EU's "RefuelEU Aviation" policy to be implemented in 2025. This policy will require all airlines entering and leaving EU airports to partially use SAF, otherwise they will face carbon border taxes and additional costs.
