華盛頓州推電池生產者責任延伸法 草案徵詢意見至 9 月

美國南卡羅來納州：Princeton NuEnergy 啟用黑粉末回收廠

New initiatives and regulatory frameworks are being introduced to simplify collection, reduce consumer confusion, and strengthen domestic supply chains for critical materials. Key developments include:

South Carolina, U.S.: Princeton NuEnergy Launches Black Mass Recycling Plant

Princeton NuEnergy (PNE), a lithium-ion battery recycling and cathode materials company, announced last week that its black mass recycling facility in South Carolina has officially begun operations. The site is the first commercial-scale U.S. plant producing advanced black mass and battery-grade cathode active materials.

Located in Chester, the facility has an annual processing capacity of 5,000 metric tons, primarily recovering high-purity black mass from manufacturing scrap. PNE plans to expand capacity to 15,000 tons by 2026, with a longer-term target of 50,000 tons depending on market demand. The company says its recovery efficiency exceeds 97%.

“We’ve proven here in Chester that the U.S. doesn’t have to wait for the future to lead in battery materials recycling and manufacturing,” said Chao Yan, PNE’s co-founder and CEO.

Alongside the new facility, PNE also operates a pilot recycling plant in McKinney, Texas, in partnership with Wistron GreenTech. To date, the company has raised more than $55 million in funding from investors including Honda, LKQ, Samsung, Shell Ventures, and Wistron. In 2022, the U.S. Department of Energy awarded PNE a $12 million grant.

華盛頓州：推進電池生產者責任延伸法（EPR）

華盛頓州生態部正徵求公眾意見，以推進該州於 2023 年通過的電池管理法。該法要求電池生產商必須資助並參與「生產者責任延伸計畫」，同時對電池產品提出標示規範，目的是降低廢棄物處理場火災風險並提高回收率。

草案內容涵蓋回收目標與績效標準、收集與管理規範、報告要求與費用架構。公眾意見徵詢期將持續至 9 月 10 日，並於 8 月 28 日與 9 月 3 日舉行兩場線上公聽會。

依法律規定，便攜式電池或內含電池的產品生產商需自 2027 年 1 月 1 日起參與該計畫，中型電池則從 2029 年起納入。但醫療設備電池、電動車電池及不可輕易拆卸的電池產品則屬豁免範圍。

Washington State, U.S.: Advancing Battery Extended Producer Responsibility (EPR) Law

The Washington State Department of Ecology is seeking public input as it develops rules to implement the state’s 2023 Battery Management Act. The law requires battery producers to finance and participate in an Extended Producer Responsibility (EPR) program and mandates product labeling to reduce fire risks in waste facilities and improve recycling rates.

The draft rules outline recycling targets, performance standards, collection and management requirements, reporting obligations, and fee structures. Public comments are open through September 10, with two online hearings scheduled for August 28 and September 3.

Under the law, manufacturers of portable batteries or products containing embedded batteries must join the program starting January 1, 2027. Medium-format batteries will be included from 2029. Exemptions apply to medical device batteries, electric vehicle batteries, and batteries that cannot be easily removed.

加拿大：Call2Recycle 攜手 Circular Materials 推動電池回收教育

在加拿大，電池回收的推廣工作也迎來新合作。生產者責任組織 Circular Materials 宣布，將與 Call2Recycle Canada 攜手合作，共同加強大眾教育與宣導。

Washington already has several EPR systems in place, covering paint, electronics, solar panels, and mercury-containing lamps. In May 2024, the state also passed a packaging EPR law.

Canada: Call2Recycle Partners with Circular Materials to Boost Education

In Canada, outreach efforts are expanding through a new partnership. Producer responsibility organization Circular Materials has announced a collaboration with Call2Recycle Canada to strengthen consumer education and engagement.

雙方將整合宣傳訊息、共享最佳實務，並擴大「Recycle Your Batteries, Canada!」全國計畫影響力，該計畫聚焦家庭與電動自行車電池的回收。Call2Recycle 表示，目前全加設有 15,000 個收集點，透過宣導合作，能避免電池誤投入垃圾或回收藍箱而引發火災。

The two groups will align outreach campaigns, share best practices, and expand the reach of the Recycle Your Batteries, Canada! initiative, which focuses on household and e-bike battery collection. Call2Recycle notes that Canada currently has 15,000 collection sites, and enhanced public awareness will help prevent batteries from being incorrectly disposed of in trash or recycling bins - reducing fire risks.

Battery recycling programs are now in place across multiple Canadian provinces, including British Columbia, Saskatchewan, Manitoba, Quebec, and Prince Edward Island. Call2Recycle also serves as the official stewardship organization for Ontario’s battery recycling program.
