If a factory is relocated to a U.S. region with inadequate renewable energy access, water stress, or aging infrastructure, the final "absolute total emissions" could increase rather than decrease. She recommends that companies adopt an integrated strategy focused on improving overall efficiency per unit of output, rather than just shortening geographic distances. Otherwise, "at best, [you may] leave you at a net neutral outcome, both on cost and sustainability."
